This is not Kazuko's only such work, and by looking at her other projects, it's easy to see that this is was her art style at the time. Importantly, Kazuko Tadano was the character designer for both series, so it makes sense that they would look similar. It is also important to note that, at a certain point, the Wedding Peach girls power up while wearing poofy wedding dresses with bouquets and veils, which is an entirely unique idea. Each girl again has unique shoes, but also a unique shoulder armor design. The lead character has a totally different chest decal, as well as a u niquely layered skirt. Wedding Peach's outfits feature armored chest plate that accentuate their chests, and the skirts, though high-wasted, are ruffled, not pleated. In later seasons, Sailor Moon has upgraded outfits with more detailing, while the other scouts have mostly minor variations compared to their original outfits. The only difference between the girls' clothing is their colours and shoes. Sailor Moon featured i dentically shaped, seifuku-inspired leotards, butt bows, pleated skirts and gloves.
And while they do boast many similarities, there's far more to it than what's seen at a glance.
They're all small-chested characters with excessively long legs, similarly pale skin, and the same heart-shaped face. The 90s hair shapes, the variety in classic footwear, the incredibly short poofy skirts with a triangular low waistline, all topped off with a cute hair accessory. You could be forgiven for thinking - at least momentarily - that the above characters come from the same show.
